Ventura Harbor
Responsibilities & Obligations

The Ventura Port District provides public services such as Harbor Patrol, public launch ramp, etc., traditionally associated with a port district. In addition, the District leases certain parcels for private use and is the owner/operator of Ventura Harbor Village, a 32.67 acre commercial, office and marina complex.

The Harbor Patrol has primary responsibility for the enforcement of all laws and regulations relating to the operation of all small craft within the Harbor, public safety and sanitation of the Harbor and related facilities. Ocean and surf zone rescues of boaters, surfers and swimmers from the Santa Clara River to the Ventura River mouth are considered to be the obligation of the Harbor Patrol. In addition, the Harbor Patrol enforces parking requirements in the public lots in the Harbor.

Current maintenance obligations covered by the District include the entrance landscaping on Spinnaker Drive, maintenance of the restrooms at Harbor Cove and Surfer’s Knoll, the parking lots at Harbor Cove and Surfer’s Knoll, the public boat launch facility, the easement along the north border of the District, the parking lot and landscaped area along Harbor Blvd. and north of Schooner Drive, the dry boat storage lot, including restrooms, the Port District administration building, three harbor patrol boats, a jeep, six pickup trucks, and two electric carts.
